 It is said that inhibitory inputs can have maximal effect if they're placed close to the trigger zone, but how do they sense how strongly they have to fire to have an effect?

They don't sense how strongly they have to fire. They always have some kind of effect when firing. The question whether this effect is big enough to, e.g., stop a neuron from firing is not a decision by the neurons giving the inhibitory input. It is just strong enough or it is not...
