Are individual nerve fibers that bundle up and create the whole nerve actually all neural axons coming from the brain? 

My textbook keeps referring to these fibers as "Also called axons", and I can't tell if it means that every single fiber/axon is actually stemming from a neuron in the brain. 

This has been bugging me all throughout the chapter; any help would be *greatly* appreciated.
